So when will the "train one character at a time" limit be lifted?

In EVE, you can have gazillion billion ISKies and even if ou're still level 1, you can have that level 1 backed by half the universe you just bought. So, seeing as ISK runs the world, you and your grandmother, when you leevel one character, you level all characters.
